Latest on the ESOL Impact Assessment
The Minister for FE, John Hayes, said many months ago that he personally commissioned a Skills Strategy ESOL Impact Assessment from his BIS civil servants. At an ESOL parliamentary debate on the 3rd May he said: “the ESOL Impact Assessment will inform policy and be published in good time – before the summer recess – so we have a chance to debate it”. The clock is therefore ticking as the parliamentary summer recess begins on the 19th of July, and time is short if it is to ‘inform policy’ for the next academic year (starting in less than a month on 1st August 2011).

This weekend I presented the keynote address to the Annual NATECLA conference for ESOL lecturers (FE Week gold members have been sent my slides), where one on the 150 delegates said she had heard the publication date was to be……the 19th July. Clearly if true this looks rather calculated and disappointing, as many MPs are, I am told, keen to have the opportunity to debate its findings before the summer break.

ESOL Funding Training ~ book now
I will be delivering an ESOL specific funding session (ESOL Funding Practiclass) on the 21st July 2011 at Lewisham College in London. This will be a one-off opportunity to learn how 16-18 and 19+ funding is calculated for ESOL provision, as well as the many ways it is currently being curriculum planned by colleges, utilising a range of delivery models. Also, it will be the first opportunity to hear about and discuss the ESOL impact assessment, due for publication a few days before (see item above). 16-18 funding guidance finally published

Deadline for returning the Declaration of Subcontractors form
The Skills Funding Agency have been saying for a while now that the Declaration of Subcontractors form “is part of the contractual documentation and needs to be fully and accurately completed and returned to the Agency by the appropriate deadline”. On Wednesday last week they confirmed, in their weekly Update 64 (http://tinyurl.com/68a8hxx), that the sub-contractor proforma must be returned by this Wednesday, the 13th July 2011. Guidance for FE colleges on investing in companies
The Skills Funding Agency have just published a 22 page document providing advice on how colleges can invest in companies (http://tinyurl.com/6xwqjka). Para 9 is particularly important to note: “Where a college participates in a company providing education, wholly or partly funded by the Agency without its consent, it is acting beyond its powers and its external auditors should qualify its financial accounts. In addition, the education provided by the subsidiary company will be ineligible for funding by the Agency.” Therefore “Annex A provides a proforma of the information that should be submitted with the application for consent” and “The decision on whether to grant consent will be made by the Agency’s Chief Executive following consultation with appropriate Agency staff”.

Questions over the risks of sub-contracting continue
As you may know I had a comment piece published in the Guardian on the 24th May 2011, about the resurgence and risks associated with sub-contracting, and associated risks. The very same day Geoff Russell, Chief Executive of the Skills Funding Agency wrote to John Hayes about the risks of fraud, and said “Subcontracting is the area most prone to mismanagement and abuse, and is responsible for about 70 per cent of our current investigations.” For more on this see the front page exclusive in www.feweek.co.uk

SFA ‘summary of issues’ from Appren and TtG ILR audits
The Skills Funding Agency last week published a summary of issues document for their recently concluded 2010 funding audit round, which should be of interest if you deliver Apprenticeship and or Train to Gain: http://tinyurl.com/6ctj8fo. I will be covering many of these in depth at my Year-end ILR Data Audit Essentials event on the 20th July in Solihull (see below).

This Year-end data audit essentials training event is a must attend event for staff who have to prepare learner and employer-responsive data returns (such as LR04, LR05 and W15). These are very practical sessions, and attendees will leave with invaluable operational knowledge. Outcome Incentive Payments (OIP) and how they will work
After a long wait to find out how the trial will run, it took nine paragraphs in the Skills Funding Agency Guidance Note 8 (http://tinyurl.com/5sezm3n) to say they still had not worked out how the pilot would work: “Colleges will be paid for this provision as part of their combined payment profile” and “Training organisations will claim their 2.5% through the Training Provider Statement (TPS) throughout the year. Further guidance on how to claim through the TPS will be covered in the Funding Requirements.” So, colleges get it regardless of delivery and we still wait to hear how training providers can claim it.

Somewhat strangely (in my opinion) providers can choose not to just take the trial funding, and can “convert the 2.5% OIP funds back into participation” or discuss with the SFA “an option to pilot other outcomes”. Can’t see any providers choosing this route in 2011, but keen to hear from anyone who does.

Apprenticeship funding rates for 2011
The National Apprenticeship Service and Skills Funding Agency had put a lot of resource into calculating the funding rates to be applied from 1st August for the new SASE compliant Apprenticeship frameworks. In some cases this would have led to significant reductions, so both the AoC and ALP (now AELP) made objections. After much too-ing and fro-ing the Skills Funding Agency rolled-over, ignored all their modelling, and announced in a delayed Guidance Note 8 that they would “continue to fund all existing and replacement frameworks at their current rate. This means we will not introduce changes to current rates where a framework is a direct replacement for an existing one. Apprenticeship rates will reduce by the 2% for 16-18 and 4.3%for 19+ in 2011/12 as previously announced.” See para 35 of http://tinyurl.com/5sezm3n

And finally…what of the 12 week apprenticeship?
Has FE Week scored a victory for the protection of the apprenticeship brand? As you may know, the first edition of FE Week had an exclusive report with reference to Apprenticeships delivered by Synapse, one of a number of providers delivering apprenticeships in as little as 12 weeks (see http://feweek.co.uk/09-06-11.pdf). Well it seems that whilst their strap-line is ‘success starts here’, their website has this week been reduced to a single page which simply states: “Synapse is no longer recruiting apprentices”: http://www.synapselearning.co.uk/
