ESOL TARGETED FOR MORE FUNDING CUTS

Will funding cuts to ESOL next year have a significant impact on your provision and learners (see below), as some colleges forecast more than £1m cut? This event is a 'must attend' for everyone wanting to better understand the implications to their ESOL provision, as well as calling for a rethink. The delegate fee for this high profile summit is just £95 + VAT

In addition to there being less funding allocated for Adults Skills Provision overall in 2011/12, it appears that English for Speakers of Other Languages (ESOL) has been singled out for particularly severe rate and eligibility cuts. Below is a menu of changes impacting on ESOL provision, as announced in the BIS 2011/12 Investment Strategy (http://tinyurl.com/35utxks):

ESOL Funding rate reductions
~ National Funding Rate reduced by 4.3% (all provision)
~ Programme Weighting Factor for Skills for Life (excl. Entry level numeracy) reduced from 1.2 to 1
Overall impact is a funding rate reduction of 32% (or 50% since 2009/10). Click this link to see my workings. http://tinyurl.com/38vvkj3
ESOL Fully-funded to co-funded (50%)
No more fee remission for those in receipt of:
~ Council Tax Benefit, Housing Benefit, Income Support, Working Tax Credit with a household income of less than £15,276 and Pension Credits (Guarantee Credit only). Only JSA and ESA claimants will remain eligible for full funding. See the current categories on page 35: http://tinyurl.com/2vxe5kb
Some ESOL to be no longer funded at all
~ ESOL in the workplace
~ Dependent of those on income support
~ Those not 'settled here' (awaiting definition but presumably will include asylum seekers)
~ The unwaged dependants (as defined by Jobcentre Plus)
Also, no more ESOL LSF to help learners pay the fees
When Bill Rammell introduced co-funding (fees) for ESOL in 2008/09 a pot of funding called ESOL Learner Support Funding (LSF) was allocated to relevant colleges to help some learners with the fees. In 2010/11 this represented £4.5m, with some colleges receiving £100k.
~ I have been told that this £4.5m ESOL LSF will not be allocated in 2011/12.
